Government Contracts and Procurement Because the firm represents so many public entities (and organizations funded by them), our attorneys frequently advise on the laws of public contracting and grant administration. Reno & Cavanaugh attorneys work with clients to develop procurement policies that comply with the Uniform Administrative Requirements for Grants and Other Agreements applicable to nonprofits, the companion rule applicable to state and local governments, and other Office of Management and Budget (OMB) circulars. In addition, we counsel clients on specific procurement questions dealing with selection of developers, professionals and contractors, and assist clients in obtaining related waivers from HUD or other federal agencies. Our attorneys have a firm command of the law of Section 3 and of Minority and Women Business Enterprises (M/WBE) contracting programs, and regularly draft agreements imposing applicable requirements to meet client goals. On occasion, firm attorneys represent clients in management reviews or Office of the Inspector General (OIG) reviews of particular procurement decisions.
